摘要
Abstract
In the frontier minority area, there is something in common in the development and utilization of mineral resources. That is, there is favorable mineralizing condition and rich mineral resource in this area, but, at the same time, some problems, such as low economic and social development level, lack of pillar industry, fragile ecological environment, and comparatively complicated external environment condition that mining enterprises have to be faced with. On the other side, there is the speciifcity in this area, it presents that the enterprise can enjoy the right of self-government and income priority with the development of mineral resources. In addition, the ethnic minority issue is likely to occur because of ecological environmental inlfuences caused by mineral resource exploitation. On account of this, this paper introduces some measures for improving mineral development in the frontier minority areas. These include: holding ifrmly to the red line of ecological protection, adopting more rigorous policy of ecological protection, encouraging mineral lands reserve, making mining product best quality, raising the capacity of the enterprises to obtain more economic beneift, establishing a complete system to underpin mineral resources paid use, implementing the special distribution mechanism of interests in resource development, promoting the construction of harmonious mining area so as to directly drive the improvement of people's livelihoods.关键词
