新常态下落实最严格水资源管理制度考核研究--以蚌埠市为例
Research on the Assessment about the Implementation of the Strictest Water Resources Management System under the New Normal:a Case Study of Bengbu City

Abstract
Bengbu is a water shortage city. The implementation of the strictest water resources management system is an important way to alleviate the situation on lack of water resources. In order to study the implementation and assessment of the strictest water resources management system under the new normal, this paper analyzed the situation of existing water resources in Bengbu City, compared and analyzed the difference of water resources management between the traditional mode and the new normal mode, reviewed the assessment index system about implementing the strictest water resources management system, and identified all scoring points and the relevant de-partments need to be coordinated. Combined with the assessment work of implementing the strictest water resources management system in 2014 and 2015, the target completion, the system construction and implementation of policy were discussed. In Bengbu City, the fully completion of the objectives and tasks of the strict water resources management system has been reached, and new development has been made in the system construction and policy implementation, which has promoted the water saving and increased the industrial added value of ten thousand Yuan. Moreover, the shortcomings of current water resources management mechanisms and management capabilities have been analyzed and the idea of further strengthening water resources management has been proposed in this paper.关键词
