Abstract
Pointing at the insufficient and inefficiency of primary emergency department emergency handling capabilities. In this pa-per, the design of software video conference is as the core technology of 3-defenses information emergency receiving support sys-tem. The system based on video conference, also includes the warning information distributing platform and a video connection checks and other function module. Provincial flood control can through the system to send early warning information and spot checks the primary emergency department at all levels of duty, and video conversation with the primary emergency department, to keep a-breast of the grass-roots disaster situation, to further enhance the province's wind and flood control and drought relief and emergen-cy command scheduling ability.关键词
