摘要
Abstract
The development of Yangtze River Economic Zone ( YREZ) is an important strategic overall arrangement in China’ s 13th Five-Year Plan. To reach the goal of a sustainable development of China’s economic and society, the utilization of YREZ must stick to the idea of“ecology first” and“green development”. In order to deal with the chaos in Yangtze River’ s administration, a spe-cial water conservation law in YREZ must be carried out. The main problems this special law has to resolve are to eliminate the con-flicts between currently effective laws and regulationsly, to reinforce the power of Yangtze River Water Resources Commission, to com-plete the link between administration and judiciary, as well as to realize the goal of public participation.关键词
