Abstract
The reservoir resettlement involves a wide range and many stake holders , and is a policy-sensitive, large and com-plicated systematic project .The resettlement management is difficult and challenging task .The 18 th National Congress of the Communist Party of China raised specific requirements for accomplishing the social governance innovation goal , which pointed the direction of social governance for the reservoir resettlement in China .The definition and characteristics of social governance inno-vation of reservoir resettlement is pointed out .The present problems in resettlement social governance are the lack of government functions, poor community governance , difficulties in integration and instabilities .Through the cause analysis , the countermeas-ures for social governance innovation of reservoir resettlement are proposed , such as the transforming government functions , culti-vating social intermediary organizations , innovating community governance system , promoting social integration of immigrants and establishing pre-warning system of social risk , to enhance the social governance level and efficiency , promote the stability and prosperity and construct the harmony communities in reservoir area .关键词
