Investment and Financing System of Utility Tunnel
摘要
Abstract
Utility tunnel is an important municipal infrastructure , which is built in the city underground for laying underground pipelines , and is an important tool to improve the city′s comprehensive carrying capacity .This paper analyzed the development background of utility tunnel , the elaboration of the investment and financing system of domestic and foreign utility tunnel and its typical investment and financing mode, and analyzed the advantages and disadvantages of the existing investment and financing system in view of its characteristics .This article puts forward the viewpoint that constructing a new pattern of investment and financing system reform and innovation which is based on public-private partnerships model in main , supplemented by the issuance of special bonds and the establishment of the industrial fund , and it discusses the specific operational processes and operational characteristics of the three in the actual case , and concludes with the corresponding supporting specific policy recommendations and implementation measures of the three , which may provide some reference for solving the problem of investment and financing in the construction of utility tunnel in China .关键词
