Literature Review on Value-for-Money Assessment for PPP Project
摘要
Abstract
Value For Money ( VFM ) evaluation is important in making PPP project decisions and counting whether the PPP project has achieved VFM .However , the VFM procedure and method are still not clear in china .Based on the current situation and implementation of the procedure of the VFM in different countries , this paper analyzes the differences of evaluation time , evaluation method , evaluation procedure between countries and find that , VFM in Ex-ante assessment is often higher than in Ex-post assessment because of the uncertainty in Ex-ante, and evaluation method for qualitative and quantitative analysis is more popular than qualitative evaluation only .This paper also analyzes the influential factors of the VFM, including participants, time, customer demand, partnership, output/input , which provide references and guidance for the further study of the VFM evaluation of PPP pro-ject together with VFM assessment program in other countries .关键词
