我国稀土储备的功能及调控选择
The Function and Control Option of Rare Earth Reserve
摘要
Abstract
At present in China , the consumption rate of rare earth is too fast , and available reserve declines sharply .In 1990 s, the rare earth reserve was put forward , since then China's rare earth re-serve status barely evolved .Thus, dealing with rare earth reserve affairs is urgent , of which the ne-cessity is analyzed in this paper .The implementation of rare earth reserve is the urgent demand for solving fast resources consumption , the inevitable choice to maintain national security , the crucial guarantee to ensure inter -temporal allocation of resources and also the strong protection to master rare earth market .The function and regulation of rare earth reserve are discussed from four aspects , including rare earth reserve base , reserve minerals , reserve scale and reserve mode .Some policy recommendations are also proposed for implementing rare earth reserve strategy in China .关键词
