On the Construction of Enterprise’ s System of Intellectual Property Rights and Motivation Mechanism

Abstract
The management system of intellectual property rights has been becoming increasingly an important part of enter -prise system.On the other hand , the management of enterprise ’ s intellectual property rights cannot go without the guide and reg-ulation of intellectual property rights management .At present , there exist some problems in our country ’ s enterprise intellectual property rights management that should be solved .Meanwhile, motivation mechanism is closely related to intellectual property rights management system .Therefore, the motivation mechanism should be constructed to inspire the innovation and to improve the innovative capacity and market competitiveness .Specifically , the following aspects should be made to enhance the construc-tion of motivation mechanism .First, the mechanism to inspire the innovative talents to devote to technology development and in -novation should be constructed .Second, construct the reward mechanism to encourage the staff to innovate .Third, reform the system of technology reward and assessment , that is, introduce the quantity and quality index into the technology reward and as-sessment system.Fourth, implement relevant regulations about intellectual property rights ownership and reward to motivate in -ventors’ initiative and protect their legal rights .Fifth, apply the assessment index of intellectual property rights to a larger extent to guide the enterprise to devote to technology research and development and innovation , and take it into consideration in the process of professional title’s assessment.Sixth, deeply carry out the national and local preferential policies and measures about enterprise’ s independent innovation , technology innovation , and cultivating independent intellectual property rights .关键词
