Efficiency Evaluation of Public Health Services in Community Health Services Institutions of Shanghai Minhang District Based on Data Envelopment Analysis Method

Abstract
Objective To evaluate the efficiency of public health services in community health service institutions of Shanghai Minhang District,and to provide references for improving efficiency of community health services. Methods Models of chronic diseases management, infectious disease control and health education and health management were established respectively by applying data envelopment analysis method. An empirical research of the efficiency of different types of service delivery in 13 community health service centers of Shanghai Minhang District in 2O14 was then made. Results 3 community health service centers(Jiangchuan,Longbai,Qibao)had reached effective status of chronic diseases management,infectious diseases control,health education and health management. The effective rate was 23% . Among the 1O community health service center with ineffective service status,only 3 centers′ ineffectiveness was merely caused by scale inefficiency,and the rest 7 were caused by purely efficiency of technique and scale. In terms of chronic diseases management,4 community health service centers were effective decision making units with an effective rate of 31% ;while for infectious disease control,8 community health service centers were effective decision making units with an effective rate of 62% ;concerning health education and health management,9 community health service centers were effective decision making units with an effective rate of 69%. Conclusion The public health service efficiency of community health service institutions in Minhang District needs improving,especially the service efficiency of chronic diseases management. In order to take full advantage of the resources,management improvement mechanism and staff motivation are suggested.关键词
