Abstract
This paper examines the lack of responsibility problem of tailing reservoirs management from several aspects–local government responsibility, cooperate responsibility, guarantee of capital and technology, and coordination of operational mechanism etc�As a policy implication, tailing reservoirs management, which targeting at environmental improvement, should focus more on the implementation of the responsibility of two major entities – local government and corporate.关键词
