摘要
Abstract
The effectiveness of the environmental impact assessment system is directly related to the attestation that not only the construction organization pays to, but also the approving and authority organizations�In practice, some mismatch problems about the ultimate purpose of environmental impact assessment appeared in these units and organizations�We will analyzes the organizations which are responsible for the environmental impact and the causes together with the harm of the mismatch�Then we will show some ways to improve them.关键词
