Abstract
Imports of waste paper can ease the shortage of raw materials of paper, economic development, employment and settlement of the balance of international trade plays an important role, especially for China's resource recycling, energy conservation, environmental protection and strategic resource reserves of great significance�However, imports of waste paper in the import, processing and utilization process and other aspects such as prevention and control of risk and are not standardized guide, it may cause secondary harm on the environment in China�This article describes the basic situation of production and consumption of paper, paper-making raw material structure, the role of imported waste paper, import quantity of waste paper, and then analyze the environmental risks of imported waste paper, proposes to strengthen the pre-entry inspection, the residue strengthen management, and strict import waste approval and other countermeasures, by strengthening management to further regulate the import of waste paper processing and utilization, improve the level of development of the industry, and promote our resources to maximize imports of waste paper.关键词
