Abstract
Marine eco-civilization construction related to the survival and development and the great rejuvenation of the Chinese National, according to the general idea of preventing source, strict controlling the process, and severe punishing the consequence, to promote marine ecological civilization, and build a beautiful sea as a fundamental point, to firmly establish the protection of the marine environment is to protect productivity, improve the marine environment is the development of the concept of productivity, accelerate the reform of marine eco-civilization, step by step, establish a sound institutional system in stages marine eco-civilization.关键词
