生态保护红线、水资源红线概念的辨析与界定
Discrimination on Concepts of Ecological Protection Red Line and Water Resources Red Line
摘要
Abstract
The concept of ecological protection red line contains one in narrow sense and the other in broad sense� The general sense of ecological protection red line is the superior concept of water resources red line. The narrow sense of the ecological protection red line is the parallel concept of the water resources line� Water resources development and utilization control red line is the maximum limit of the total amount of water consumption in different time scales; Red line of control over water use efficiency are the maximum limit of water consumption/ten thousand yuan value of the added Industrial and the minimum limit of effective utilization coefficient of irrigation water in different time scales; limiting pollution load red line of water function zone is the minimum limit of the ratio up to the Standard of Water Quality of the water function zones along key rivers and lakes in different time scales.关键词
