From the Perspective of Toxic Chemicals to Implement the New Environmental Protection′s Law Requirements of the Facility Environmental Emergency
摘要
Abstract
New Environmental Protection 's Law regulated three information report systems requirement that facility environmental emergency plans record system, environmental incident reporting system ( to the government) and environmental events notification system ( to facility and residents ) . In order to implement the new law requirements of prevention environmental incidents and strengthen incident response, tThis paper introduces three US environmental emergency management systems as well as management experiences after the accident reporting and notification system, and analyzes the technical support deficiency of current environment emergency plans: toxic and hazardous chemicals list of environment emergencyis insufficient, environmental emergency plans still need to complete, and recommend from toxic chemicals aspect to regulate the risk assessment in environment emergency plan, formulate environmental plan guidelines, and strengthen site verification environmental plans after record, to promote the whole dynamic management process of environmental emergency plan.关键词
