关于土壤环境污染及控制指导值制订问题的探讨
Discussion of Developing Guidelines for Soil Environmental Pollution Control
摘要
Abstract
“ Soil Pollution Prevention and Control Action Plan” is an important strategy of systematically conducting prevention, protection, management, control and remediation of soil pollution at the national level. In this study, definition of “soil pollution” is discussed from the aspects of pollutant sources and judgment basis of soil pollution. Then, it is proposed that the national guidelines for soil environmental pollution control should be composed by three sets of guiding values including “screening levels for soil environmental risks”, “guiding values for soil environmental remediation”, and “startup levels for soil environmental remediation”. Target orientation, strategy development and strategy enforcement of these guidelines are also analyzed.关键词
