On the Path of Government Information Sharing in G to C Services:A Social Network Analysis Based on the CitizensˊServices in Shanghai

Abstract
Purpose/Significance] Difficulties in G to C services and absurd certificates are the hot topics nowadays. According to the policy published by the State Council (Guobanfa﹝2015﹞No. 86) , the solution should be sharing information between government agen-cies. So itˊs necessary to study how to share. [ Method/Process] In this study, all the 465 items of online services on Shanghai govern-ment portal website were analyzed one by one to distinguish the source of each necessary material. In this way, the patterns of information flows between government agencies were discovered and three diagrams of co-occurrence network were drawn in order to illustrate the characteristics of government information sharing network. [ Result/Conclusion] Then, conclusions were drawn that the government infor-mation sharing needs to follow the steps: certificating personal identity online; certificating identities of corporates and other entities on-line;sharing information inside ministry of public security; sharing information between the government agencies of public security, health, social security, education, industry&commerce, housing management and civil administration;sharing information across regions. Finally, four limits of this paper were discussed.关键词
