Abstract
Constructing the regional strictest water resources management performance evaluation model and adopting suitable mathematical methods for regional water resources management capability evaluation are of important significances on implementing“three red lines” water resources management system. This paper built an improved TOPSIS model based on grey relational analysis and elaborated the basic principle and calculation method. Taking the water resources management ability evaluation of Hengshui City in Hebei Province as the object of empirical analysis, it shows the model has good applicability and accuracy, which can be used for the strictest regional water resources management performance evaluation.关键词
