区域建设用地节约集约利用评价研究 以三亚市为例
Evaluating regional economic and intensive land use:The case of Sanya city

Abstract
The purpose of this study is to promote the optimal alocation of regional land resources and to improve intensive land use, focusing on the case of Sanya city. We undertook a literature review of regional social economy and land utilization. We also used the Delphi method and combined qualitative analysis and comprehensive evaluation . Research results show that construction land in Sanya is stil in a transition phase from extensive to intensive. First, the intensive utilization value of Sanya is 62.763, and the level of intensive and economical utilization is not high . Regional differences are signiifcant. For instance, the intensive utilization value of Tianya District is about 1.5 times higher than Yazhou District’s and also Haitang District’s. Secondly, based on empirical research results from Sanya, the comprehensive evaluation method and the evaluation index system indicate feasibility and strong operability , and provide a good reference for the value of intensive and economical utilization in other places. Finaly, in terms of the broader question of land utilization in Sanya, this article puts forward some suggestions for establishing and improving land market transactions; adjusting the land use structure; establishing the criteria for assessment and the system of rewards and penalties for intensive and economical utilization of regional construction land; and strengthening the consciousness of people pertaining to intensive land-use.关键词
