Abstract

Due to the typical characteristic of variability of wind, wind power integration into grids causes additional operating costs of conventional power plants. Meanwhile, load variations also cause additional operating costs of conventional plants, yet it is difficult to define the above two types of cost. For this purpose, a new calculation method of wind power variation costs was proposed. Firstly, an “equal-kwh following load” method was proposed to construct a scenario without wind variation costs. Using this method, a wind power curve can be “kwh-equally” converted into a “following load” line; then, based on the optimal scheduling model, system total costs under two circumstances were calculated, and the difference between two cost values was the wind variation cost. Furthermore, from the perspective of the wind variation cost, this paper divided the wind power curve into several quality blocks. Using CPLEX, the proposed methods were validated through two groups of tests. The results in this paper contributed to evaluating wind variation costs precisely, coordinating benefit relationship between wind power suppliers and conventional power plants, and furthermore promoting the wind power sustainable acceptance.
