Abstract
The Ministry of Agriculture has approved and supported the construction of Zhoushan national ocean fishery base from 2014. This not only means new opportunities for the layout of Zhoushan ocean fishery industry, but also great challenges and space to the local financial support. Taking this as an opportunity and through the basis of field investigation in the relevant enterprises, financial institutions and the regional government, we analyzed the present situation of financial support in the construction of Zhoushan ocean fishery base. Then point out existing problems such as: contradiction between supply and demand caused by the single financial supply system; limitation in the government financial service platform, single mode of the capital operation; insufficient industry safeguard mechanism causing weak credit chain. Finally put forward specific measures to build the financial support of the construction of Zhoushan national ocean fishery base which including actively building diversified financial supply system; encouraging financial innovation; establishing of offshore fishing industry fund to enrich the way of capital operation; expanding insurance coverage to enhance the market guarantee mechanism , in order to achieve the financial support for the promotion of pelagic fishery upgrade of industry chain integration and the formation of the regional ocean fishery industry cluster.关键词
