Abstract
Purpose/significance] National defense science and technology think tanks (NDSTTT) are an integral part of the national think tank system. It is of signiifcance to clarify the important problems related to NDSTTT, for the theoretical direction to construct NDSTTT, and for the practical reference to various think tanks’ participation in the national defense science and technology development.[Method/process]In this new situation of deepening the reform of the national science and technology system, and the reform of national defense and the armed forces, this paper analyzed the concept of NDSTTT and the current strategic opportunities faced by NDSTTT, discussed the main directions which NDSTTT should pay attention to, put forward the ways how NDSTTT entered the horizon of decision-making organizations, and finally summarized the important mechanisms to support NDSTTT to play a role.[Result/conclusion]It is shown that NDSTTT are currently facing three strategic opportunities: the independent innovation of national defense science and technology, the integrated development of military and civilian science and technology and the supply side force of national defense science and technology. NDSTTT should focus on three main directions: the national defense science and technology planning, the national defense science and technology management, and the integration of military and civilian science and technology. NDSTTT may participate in the consultation of the national defense science and technology decision making through participating in research, holding discussions and exchanges, joining in cooperative organizations, undertaking assessment work, cultivating brand achievements and so on. Four aspects of NDSTTT should be effectively guaranteed: information disclosure, competitive evaluation, conditions coordination and product submission.关键词
