Abstract

The balancing authority ACE limit(BAAL)standard is part of a new set of control performance standards proposed by North America Electric Reliability Corporation (NERC),which is currently under field trial in North America. However,this standard is rarely researched in China. This paper introduces the characteristics of BAAL stan⁃dard and compares it with the CPS2 standard of Control Performance Standard(CPS). A new approach is then devel⁃oped to forecast the regulation reserve requirements based on BAAL standard,and the influences of maximum allow⁃able cross-limit time,safety margin and CPS2 supplemental constraint are analyzed. The results of simulations based on Shanghai power grid confirm that more than 5%reduction of regulation reserve requirements is realized compared with the traditional method.
