从“参与环保”到“介入环保”--我国社会组织“介入环保”转型的路径研究∗
From ″Participation″to ″Intervention″:Research on Environmental Protection Pattern Transformation of Social Organizations

Abstract
The connotation of social organizations′″intervention in environmental protection″and″participation in environmental protection″are inter-related but different. ″Intervention″ refers to an insertion into the event as a third party, while ″participation″ is personal involvement into and concerns about the environmental protection.″Participation″ is the prerequisite and foundation for″intervention″, while″intervention″is the deepened applica-tion of ″ Participation″. The new Environmental Protection Law entitles environmental protection social organizations as the third party to intervening the game between environmental pollution entities ( enterprise) and environmental supervision entities ( government) . By means of safeguarding the environmental rights, administra-tive accountability and public litigation, they can effectively deal with emerging environmental issues such as the″government failure″and ″market failure″ phenomena. In this way, they can change the ″dualistic structure″ of environmental protection supervision and governance in China. Currently, the state also encourages social organi-zations to participate in public affairs, especially in the field of environmental protection, which provides policy support for the social organizations to intervene in environmental protection. Therefore, discussing how social or-ganizations intervene in environmental protection substantially, sequentially and efficiently, and researching the form, path and method of such invention has both theoretical and realistic significance.关键词
