北京市犬只狂犬病强制免疫工作风险管理体系分析

Abstract
Compulsory immunization plan for canine rabies has been implemented for years in Beijing. However, some problems still exist in immunization effect in view of its high risks to the public health. By Delphi method and risk matrix criteria,an overall analysis on risks faced by compulsory vaccination work was made,then the risk index system was constructed,as well as risk evaluation was conducted through this system. Results showed that 30 risk factors like lacking identified working mechanism by immunization departments were confirmed. Among them there were 2 factors with extreme high risk,including failing to fulfill the vaccination obligations and unqualified surveillance results of immune effect;42 risk control points were found with 5 high class critical control points,which were insufficiency of supervision and check,poor responsibility implementation,inadequacy of professional knowledge of the workers,management problems in designated vaccination services and problems in vaccination staff. Meanwhile, 12 responsible parties were also identified such as veterinary administrative authorities at district and county level. Among them,3 were highly responsible parties including veterinary administrative authorities at district and county level,animal health supervision institution at district and county level and the designated vaccination services. Using risk management strategy according to these inclusions,risk management measures for canine rabies compulsory vaccination were put forward,so as to provide theoretical foundation for the construction of risk prevention and control system related to management of animal epidemic prevention.关键词
