法治评估实践的效度--基于“余杭法治指数”的文本研究OACHSSCD
The Validity of the Rule of Law Evaluation Practice-Based on the Context of the Legal Index of Yuhang
“余杭中泰垃圾焚烧厂事件”的发生撕裂了法治评估与法治现实，令法治评估效度成为重要问题，引起人们关注。所谓法治评估的效度，即法治评估的有效性，包括内容效度和结果效度两个层面。通过对指标体系构建、评估信息收集、评估数据处理、评估报告结论等余杭法治指数报告核心内容的文本研究发现，余杭法治评估实践存在评估的效度上事实与宣传的背离。而这一情况是评估技术不完善、评估缺乏有效接纳等内外因共同作用下结果。
