Abstract
There is 400 million square hectometers of grassland in China, which is the largest terrestrial ecosystem. This paper summarizes the development history of grassland ecological protection and construction system since the founding of the People��s Republic of China in 1949. Under the guidance of development strategy in different stages, emphasis has been shifted from production alone to ecology as well as production, and currently, priority has been put on ecology. Now, grassland ecological progress has been made in terms of laws and regulations, government projects, technology and industry etc.. Some problems, however, still exist, such as insufficiency in investment, effectiveness and follow⁃up ecological industry design as a result of the unary mode with the government as the sole participant. On September 18, 2015, the central government put forward the reform measures of cultivating the market entity of environmental protection and ecological conservation, which provides a new way of grassland ecological protection. Presently, market entities have opportunities in the ecological restoration of degraded grassland through supplying grassland ecological restoration products. Besides, grassland ecological products with huge economic benefits can be industrialized in combination with other industries, agriculture, commerce and service sectors to realize the economic transformation of grassland ecological products. To cultivate the market entities of grassland ecological construction and protection, the government needs to implement the innovation of financial policy, establish the price system of grassland ecological products, publicize the concept of ecological civilization and combine the government goal with the operations of market entities by funding subsidies. With enterprises achieving the ecological restoration objectives and market entities developing follow⁃up industries, the binary mode of the government in combination with the market can achieve the sustainable development of grassland ecological economy.关键词
