Development and Status of Transmission Tariffs in Europe

Abstract
1ABSTRACT:Transmission tariff scheme varies in European countries due to different regulations and market environments. In order to promoteinternalenergymarket in Europe, transmission tariffs of European countries have been annually reported by ENTSO-E since 2009. Based on these reports, this paper analyses development and status of transmission tariffs in Europe. Firstly, cost structures of transmission tariffs are presented, including costs of network infrastructure, system services, losses and others.Then cost allocations through transmission tariffs are discussed, including factors of electric energy/power, generation/load, time/location and so on. For regulationformulationof transmission and distribution tariffs in Chinese electricity reform, experiences of transmission tariff development in Europe may offer various reference values.关键词
