基于省级截面数据的分布式光伏发电补贴政策实证分析
An empirical analysis of subsidy policy on distributed photovoltaic power generation based on provincial cross-sectional data

Abstract
As an important complementary part of electric energy production,distributed photovoltaic power generation has great significance for optimizing the energy structure and improving the ecological environment.A series of encouragement policies of the promotion on distributed photovoltaic power generation were promulgated by China and local governments.But those policies are varied owing to lack of the reference.The effect is not obvious.By collecting new power capacity of distributed photovoltaic,subsidies and other data in each province in China from 2014 to 2015,an empirical analysis of subsidy policy on distributed photovoltaic power generation based on provincial crosssectional data was established,the main influence factors on the promotion of distributed photovoltaic power generation and influence level of fiscal subsidies for distributed photovoltaic power generation was analyzed.The empirical results indicate that,on the one hand the development of distributed photovoltaic power generation depends on the local economic development level and the resource condition in each province,on the other hand the distributed photovoltaic power generation as a new industry was incentived by subsidy policy obviously.In the process of formulating the subsidy policy on distributed photovoltaic power generation for a province,the economic development level and resources condition need to be fully considered,the promotion effect of the subsidy policy on distributed photovoltaic power generation and the financial burden of the subsidy policy need to be assessed,some encouragement and binding policies on the promotion of distributed photovoltaic power generation in prefecture-level city need to be supported.关键词
