德法共治的学理探析--兼论德法共治在首都公共文明建设中的意义
On Theoretical Analysis of the Common Governance of Moral and Legal---On the Significance of the Common Governance of Moral and Legal in the Public Civilization Construction of Beijing
摘要
Abstract
As the two most important modes of the modern social norms system, moral and legal together plays an important role in the process of maintaining people’ s social communication and national functioning. As two kinds of social governance modes, both the ethical governance and the legal governance are different and complementary to each other. The common governance of moral and legal has always been the common recognition of ancient and modern, Chinese and foreign social governance model. In particular, the mode of the ethical governance was given priority to the mode of the legal governance in Chinese traditional society, and in the modern society, the mode of the legal governance is given priority to the mode of the ethical governance. As social progress and an important symbol of social civilization, the common governance of moral and legal provides not only the policy basis on the urban public civilization construction and urban governance, but also a theoretical and practical reference to strengthen the construction of Beijing urban public civilization, and crack problems such as traffic congestion, environmental pollution.关键词
