效果均等标准下基本公共文化服务均等化研究
A Study on Basic Public Cultural Services Equalization under Effective Equalization Standards
摘要
Abstract
This article selects effective equalization as a measure standard and investigates the basic public cultural services equalization of China on the basis of the spatial decomposition of bivariate Theil index from the perspective of both regional and urban-rural area dimensions, and the conclusion is: the degree of overall inequality of basic public cultural service is increasing. Although the government is continuously increasing the public financial arrangements of the basic public cultural services , the government has not given adequate consideration on regional urban-rural supply cost differences. Evidently, basic public cultural services equalization should not simply become the average allocation of public finance featured with " one-size-fits-all" property. It should focus on people's rights and opportunities accessing to public basic public cultural services , emphasizing the practical significance of effective equalization standards. This should become an important direction of the next phase promoting basic public cultural services equalization strategy.关键词
