水危机视域下再生水回用法律保障机制论析
Study on Lawful Guarantee System for Reuse of Reclaimed Water Under Water Crisis
摘要
Abstract
Currently, most countries in the word face water crisis at different degree. China is not an exception. In view of utilization of water resources, reuse of the reclaimed water may mitigate issues of shortages of water resources and water consumption per capita. In view of eco-logical civilization, reuse of the reclaimed water is one of important values perusing of constructing the socialist ecological civilization. It is also the important display of the full, coordinated and sustainable development. Role of the lawful system for reuse of the reclaimed water shall be improved. Property of the reclaimed water shall be defined. Relevant legislation shall be reinforced and the reclaimed water shall be introduced into the water right system currently applied. The water-right transfer system shall be perfected, the public participation shall be focused. The government support shall be powerful and water quality shall be controlled strictly so as to build the full and complete lawful system for reuse of the reclaimed water.关键词
