中国省域电能效率：时空特征与收敛性分析
Provincial Power Efficiency of China:Spatial-Temporal Characteristics and Convergence Analysis

Abstract
With the rapid development of economy in China,the environmental problems have become increasingly serious.Electric power is in central position of energy construction and energy development transformation.To objectively evaluate the distinctive convergence characteristics of the power utilization level across regions is important to fully improve the power efficiency and break the bottleneck among energy,environment and economy.With the model of Super-SBM,this paper estimates the power efficiency of 29 provinces in China from 1990 to 2013.From the sequential variation perspective, provincial energy efficiency first raises and then falls.By cluster analysis,provinces were classified as efficient,average and inefficient,and analyzed in terms of their power efficiency convergence.The results show that during the interval between 1990 and 2013,the electrical energy efficiency gap among the national level and each region first narrows but then becomes larger.Compared with that in areas of average and low power efficiency,βabsolute convergence effect is not significant in efficient provinces and the whole nation.Also,βconditional convergence effect does not exist in efficient provinces,but on the national level,and in average and inefficient areas,it tends to achieve a steady state with different speed.At last,some policy suggestions were provided according to the research results.关键词
