基于因子分析的我国政府环境规制实证研究
Chinese Government Environmental Regulation based on Factorial Analysis
摘要
Abstract
On the basis of further clear connotation of the government environmental regulation , this paper classifies it and establishes the environmental regulation index system .Then by using the data during 1998—2014, this paper tries to explore the trends of China's envi-ronmental regulation intensity and the contributions of each factor by calculate comprehensive scores and factor weight using the factorial analysis method .At last puts forward the reasonable suggestions .The study suggests that the country needs to further optimize controlling-environmental regulation to strengthen the current regulation , develop promoting-environmental regulation to perfect governance structure , correctly handle the relationships between the two types of regulation to establish a reasonable constraint -incentive mechanism , at the same time, strengthen policy and financial support for environmental science and technology , actively promote citizens participate in environ-mental governance , all in order to build a long-term environmental regulatory mechanism .关键词
