Abstract
Although the basic pattern of "investigation and evaluation system, monitoring and early warning system, comprehensive control (protection, development and utilization) system and emergency duty system" is formed, prevention and control of geologic hazards and protection of geological environment still need to be perfected. The investigation and evaluation system should expand from the study of geological hazards and the regional law of geological environment to management service for social and economic development. The monitoring and early warning system should consist of a national monitoring center, a monitoring network and national monitoring projects, like the groundwater monitoring system. The Comprehensive prevention and control system should establish the new model of "government-led, policy support, social participation, development-oriented governance, market-oriented operation". The Emergency duty system should explore the use of public network transmission system to reduce costs and improve efifciency.关键词
