Monitoring and Assessing the Implementation of Land Use General Planning at Provincial-Level-Regarding County-Level Zoning as Assessment Unit

Abstract
Based on the case study of Heilongjiang in monitoring planning implementation, this paper attempts to get a set of techniques which apply to monitoring and assessing the implementation of land use general planning at provincial-level on a national scale by taking county-level zoning as assessment unit, with a view to enriching the hierarchical structure. The research conclusion is as follows: based on the case study of Harbin, the process of monitoring and assessing the implementation of land use general planning at provincial-level has been showed. Besides, the imbalances have been emerged in the aspects of assessment indexes, composite score, and the remaining amount of index among these monitored county-level units, which restrict economy development. Therefore, we should establish a framework of monitoring and assessment for the implementation of land use general planning at provincial-level by regarding county-level zoning as assessment unit; so that, the internal implementation of provincial planning can be controlled according to zones and classiifes. And this can provide basis and improving direction for planning compilation.关键词
