Regulation Reform Path of Public Utilities:From New Public Service to New Regulatory Governance
摘要
Abstract
By reviewing the past 30 years' reform process,this study shows that there are still lots of problems in China's public utilities,such as monopoly,high production cost,lack of service consciousness,and discrepancy between the system and the goal.Based on the core concepts of “valuing citizenship,emphasizing public interest and being people-oriented”in the new public service theory,the regulation of China’spublic utilities should evolve from the new public service to new regulation governance.A pyramid of rules and regulations formed by a third party should be in place,and a new regulation pattern should be encouraged that features self-regulation in public utilities,complemented by contract regulation,with command and control regulation as a last resort.Through public and private cooperation,the superior government endorses the PPP contract to better regulate public utilities and ensure that the local governments fulfill their responsibility as the performing party.Moreover,the position of traditional government with diverse market thinking should be changed,thus,the government will no longer provide service but will provide the high quality platform to promote the development of public utilities.关键词
