Accelerate the reform of rural household registration system to promote the integrated development of both urban and rural areas

Abstract
With the development of urbanization in China, the integrated development of urban and rural areas and the citizenization of rural labors become important issues. The reform of the household registration system is the key to solve the problem. Currently, the main issues of the household registration system reform include: the reform progress of household registration systems in big cities is slow and it is hard to access public services for migrant population in cities since welfare and household registration are tied together. Current main problems of rural labors include: some farmers are afraid of losing their original welfare, urban citizens also worry about their welfare loss because of the migrant population settlement, the local government is not very enthusiastic to promote the household registration system reform, and the expansion of urban coverage of public services faces great financial pressure. Therefore, to speed up the reform of household registration system, to promote the urbanization of rural migrants and the integrated development of urban and rural areas, this paper provides the following suggestions: to establish a system of which authority and responsibility match each other, to construct a mechanism of which the ifnancial transfer payment and the citizenization of rural migrants are linked together, and to protect the property rights and interests of settled farmers.关键词
