政府收费、流转定价与农村集体建设用地流转的意愿研究
Study on government fees, transfer pricing, and farmers’ willingness to transfer rural collective construction land

Abstract
Based on the survey data from E Zhou City in Hubei Province and applying the binary Logit model, this paper analyzed farmers’ willingness and the inlfuencing factors of transferring rural collective construction land and discussed the inlfuences of farmers’ differentiation, government fees, transfer prices, and farmers’ transfer willingness. Results show that 1) 54.55% of the surveyed farmers are willing to transfer rural collective construction land, while the remaining 45.45% are not; 2) farmers’ transfer willingness is affected by many factors, including farmers’ differentiation degree, farmers’ concurrent business and education degree with a signiifcantly positive impact from farmers’ transfer willingness perspective, and government management fees with a signiifcantly positive effect and the circulation VAT and rural cooperative medical insurance with a signiifcantly negative inlfuence from the government fee perspective; and 3) the share of agricultural income of the household, farmers’ age and holding a village ofifcer position or not, the number of rural households’ homestead and the transfer price that is based on the regional benchmark price or the land price of the usage after land transfer do not affect farmers’ willingness to transfer. Based on the ifndings of this research, to formulate the corresponding transfer policy and income distribution system and to avoid unnecessary contradictions and conflicts between government and farmers, it is suggested that the government should strengthen farmers’ land transfer knowledge on the process of rural collective construction land circulation, and strengthen the technical training of farmers to improve their ability of the non-agricultural employment. In addition, the government departments should allow farmers to have the right to know the process of rural construction land circulation.关键词
