基于Ward系统聚类的县级政府网上信息公开工作改进研究
Improvement of Online Information Disclosure Work of County-level Governments Based on Hierarchical Cluster by Ward Method

Abstract
Purpose/Significance] Strengthening and improving the work of county-level government information disclosure online are significant tasks to comprehensively carry out the work of promoting government information openness, and also play an important guaran-teed role to maintain the grassroots' right to know and to exert the service function of local government to the development of county econo-my and society. [ Method/Process] With the help of relevant discussions of government information disclosure assessment from academia, and applying the special provisions of laws and regulations of county-level government information online publicity work, this paper estab-lished an evaluation index system containing 5 core indexes like "initiatively open information" and 23 definite indexes like"news infor-mation". After the assessment of 124 sample county-level governments' portal websites applying the system, the paper made a hierarchical cluster of the information disclosure work of governments using the Ward method. [ Result/Conclusion] The results show that:the work of county-level government online information disclosure can be divided into seven different categories, and there exists an obvious phenome-non of "upside down" responsibilities among all the categories of information disclosure work; to strengthen and improve county-level government online information publicity work, we should determine the improving priority of the work first, and then execute classified guidance to improve the performance step by step.关键词
