Abstract
This paper points out that the key to solve the contradiction between ecological environment protection and mineral resources exploration and development is scientiifc managing methods. Under the market economy condition, the management of mining rights has gradually become the core of the mineral resources management. Therefore, mining management takes an inevitable obligations and responsibilities for protecting ecological environment, and plays a necessary control role for protecting ecological environment. The establishment of mining right is the starting point of mineral resources exploration and development, which can regulate and control the supply-side on a macro-scale. The process management of mining rights can be regarded as an important method for controlling the environment problems, simultaneous production and treatment.关键词
