Abstract
In the practice of the construction of ecological civilization, the local government's sense of ecological responsibility is indifferent, which will affect the initiative to assume responsibility, perform the ecological functions, implement the ecological responsibility. Therefore, to clarify the related concepts of ecological responsibility is necessary. This paper attempts to understand and position the ecological responsibility from the academic perspective and realistic aspects, reveals the basic connotation and the main features of the system, helping the government to understand and grasp the connotation of ecological responsibility, deepen the understanding of the importance and necessity of the ecological responsibility, actively promote the ecological civilization construction.关键词
