Measures Based on Air Pollution Prevention Effect in the 12th Five-Year Plan
“十二五”期间我国城市空气质量明显好转，大气主要污染物总量控制取得积极进展。但当前大气环境形势仍十分严峻，传统煤烟型污染尚未解决，以颗粒物、臭氧引发的区域性复合污染日益严重。结合当前环境管理需求，从城市空气质量达标、重污染天气应对、严格控制燃煤污染、控制挥发性有机物排放、强化区域联防联控等方面提出大气污染防治建议。
Air pollution prevention was effective during twelfth five-year with urban air quality improved significantly and total emission pollutants control made positive progress. Currently, there are still air pollution problems of unresolved coal-burning pollution and the regional compound pollution caused by PM and O3 .
