河南省农村劳动力转移的现状、问题及对策
Status Quo, Problems and Countermeasures of Rural Labor Transfer in Henan Province
摘要
Abstract
Henan is a major agricultural province in China with an enormous rural population. Therefore, in order to achieve the urbanization objective on the government’ s agenda, it is of crucial importance to transfer rural dwell-ers in Henan into cities and townships. Rural labor transfer in Henan is also an important means of expanding its domestic demand and promoting its industrial upgrading, which will in return provide human resources guarantee for Henan’ s efforts to develop its economy and capitalize on opportunities that arise from industrial transfers from Chi-na’ s eastern coastal areas to inland provinces. However, due to related factors such as the dual-structure system between urban and rural areas, the structural contradiction of supply and demand, and the lower qualities and skills on the part of its working force, Henan has seen quite an imbalanced development between its rural and urban are-as, which in turn has hindered the transfer of its rural labor force to cities and townships. In order to achieve the orderly transfer of its rural labor, Henan Province has taken a series of effective institutional and innovative meas-ures, such as reforming the household registration system, improving the social security system and actively promo-ting the mixture between service industry and the “Internet plus”.关键词
