气象强制性标准与法律法规的协调性研究
Research on the Coordination of Meteorological Mandatory Standard and Laws and Regulations
摘要
Abstract
According to the revision of Standardization Law and the practice of the reduction and integration of mandatory standards, mandatory standards in China are national standard developed for legal purpose and have legal basis. It is based on and supports laws and regulations. The coordination of meteorological mandatory standard and laws and regulations shall consider the single track system, forming mandatory standards by quoting recommendatory standards or giving pre-authorization to develop a certain standard in legal provisions, in the same time reducing the number of mandatory standards. Long-term mechanism shall be established to solve the problems such as the legal basis of standard is unclear, and to improve the coordination of meteorological mandatory standard and laws and regulations.关键词
