摘要
Abstract
A report by the British council in 2012 shows that eight countries and regions would have been a greater increase for higher education gross enrollment ratio in 2020. They are Iran,the United Arab Emirates, Turkey,Indonesia,Russia,Brazil,China and Hong Kong,among which the top five countries are located in the“Belt and Road”international area. Their successful experience can be drawn as followings:economic rapid growth,private higher education booming,public policy modification and the internationalization of higher edu-cation,which are the important factors to promote the higher education development. It is urgent to develop the private higher education,enroll much more overseas students and extend the application talents training scale based on the 4. 8% GDP education investment,in order to increase the gross enrollment ratio from the 40% cur-rently to 50% by the year 2020 .关键词
