“Multi-dimention Land”：A New Policy Pattern for Promoting Long-life Housing in Chinese Cities

Abstract
Purpose/signiifcance]It is phenomenal that housing demand has turned from quantity increment to quality improvement, from frequent renewal of existing houses to long-term possession and management of housing stock in Chinese cities. This necessitates the shift of housing provision patterns toward the direction of long-life and high quality houses.[Method/process] In view of the conlfict of long-life housing with the current land property right system, and problems of high initial costs of long-life housing, the authors examined the experience of other countries and proposed the concept of “multi-dimention land”, which regarded the structure part (separated with the inifll part) of a building as a new kind of urban land infrastructure. As a public resource managed by the local government or social organizations, the “multi-dimention land” can be sold to developers or residents for a lfexible time period.[Result/conclusion] By refreshing the concept of land, the “multi-dimention land” may extensively increase the amount of spatial resources, improve the management level of local governments for intensive land use, and mitigate their motivations to make money by land release. It will not only create the high-quality housing stock urban landscape, but also contribute to the transition of housing production pattern in China.关键词
