Abstract
The single uninhabited island protection &utilization plan (SUIPUP)is the basic foun-dation of guiding,approval and supervising single uninhabited island construction activities.It is a legal document.This paper,by the analyses of planning subjects and roles,proposed the basic principles,purpose,task of SUIPUP,and discussed the space layout ideas and methods of SUIP-UP.Moreover,this paper tentatively set up the Protection &Utilization control index.关键词
