基于竞租理论的退耕还林工程最优补助标准研究
Research on the Optimal Subsidy Standard of Sloping Lands Conversion Program Based on the Theory of the Rent

Abstract
The core issue of the conversion of farmland to forests is to formulate the optimal subsidy standards, for the academic research is still unable to agree on which is right. From the perspective of farmers, based on the theory of rent, analysis on the selection of the project of returning farmland to forest project by farmers to determine farmers’ income maximization scheme and determine the optimal subsidy standards for the minimum of fiscal expenditure according to the government policy objectives. On the basis of empirical ecological economic forest in Shaanxi province common varieties of herbage and crop analysis, the current subsidy policy will encourage rational farmers to choose to participate in the construction of economic forest for the project of returning farmland to forest. If the government wants to change the choice of farmers, it is necessary to further improve the corresponding amount of subsidy standards.关键词
